Login without phone to reset password

I cannot reset my account (Forgotten password) as the phone number linked to my old account is no longer in use and i cannot receive the security code. Resetting via email does nothing, it still makes me get the code via mobile (which in turn makes the option to reset via email totally pointless????). Please help?!

Click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US and select the PAYPAL GUEST option since you are locked out of that account. Do not be logged on to any account when accessing the guest option as paypal won’t discuss an account through another account.
