Login to PayPal in using Google Authentication is OK but not recognised at eBay checkout.

I can login separately by Google App but eBay checkout still insists I login again with a code RECEIVED BY LANDLINE which cannot pass BT Call Guardian.
HOW CAN I MAKE PAYPAL USE THE GOOGLE APP FOR AUTHENTICATION FROM INSIDE eBAY CHECKOUT ?
