Having recently opened a paypal account states there is a problem with my account but i have not used it yet, i have confirmed verification by email, cold it be that i have not yet added my card details, it will not allow me to message paypal thanks
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
