Login problems

Hi I had another pay pal account that was dormant. i used to login with much ease, but once i received some payment things changed. Upon login in  they tell me that pay pal is looking for me because something unusual happened in my account. they give me an option to verify my account with my email and my phone number, when done with it they inform me that 'we couldn't recognize it is me'. when i call the customer (very unreliable and high charges), they take time to reply for even 40 min. please what can i do to retrieve my account and get my money?
