I'm sorry to hear that you can't connect to your PayPal account on your PS4. When connecting to your PayPal account, a billing agreement is created. It sounds like the billing agreement is being declined. Declines can happen for a few different reasons. If the problem persists, please contact PayPal customer service by phone for real-time troubleshooting. Click Contact at the bottom of the PayPal website, then click Call us, then log in or call as a guest if you can't log in.
