How can I bypass the authenticator app and otherwise prove my identity?

I have no longer access to the verification app because my old phone broke down and I didn’t taken a iCloud backup.

So I can not log in to my Paypal account anymore because I should have a third-party authenticator code which I do not have anymore.

Or how do I delete my account and create a new one using the same email address?
