Login issue to Paypal.com

I am unable to login to https://www.paypal.com from my home destination in the UK. During the login process everything is ok until the 2 factor authentication setup is reached and doesn't load.  I have traced this to a web referral the Paypal server makes to <Removed>.and then a unique key sequence. Google.com is blacklisted by my network administrator (google.co.uk is allowed) so the web referral to load the 2FA document containing the web buttons and boxes never loads and shows as an http 404 error on web inspector. I won't get the google.com site whitelisted by my network admins as we are permitted to use only google.co.uk and this has only become an issue since I have been using 2FA. I don't want to turn off 2FA just to get logged in to my account. Is there any option Paypal can suggest as a work around and also may I ask why the 2FA is referred to Google.com during login as this is slightly worrying that the login operation is being referred to outside Paypal? Thank you. Apologies in advance if this is not the correct forum but I couldn't find anything specific regarding login errors related to web site operation.
