Locked out of account due to PSD restrictions - what to do?

I'm locked out of my Paypal account due to a new EU directive that came into force January 1 2021. It requires payment providers to do "strong" authentication from time to time when customers log in - in PayPal's case, by requesting a code by phone. 
However, when requesting that code to my phone number, my phone never rings. Meaning I'm locked out of my Paypal account with no way to log in or even access the resolution center.
What do I do?
