Linking bank account will not work - Commonwealth bank of Aust

Hi 

I have tried linking my account but Paypal just keeps saying "We can't process your request right now. Please try again later."

It's been 24 hours and it STILL won't work. Same message. 

I've tried contacting Paypal but it seems they dont answer questions from Australia.

Can anyone here help me. My family sent me $400 and I cannot get it out of stupid Paypal.
