Linking Bank Account?

Hi I have several payments sent to me and I can't accept then because bi don't have a bank account linked. It says it can't be processed Everytime I try adding a bank account. How do I resolve this?

Normally you can 'receive' the funds into your paypal account but can't withdraw them until you add a bank account, is that what you mean?
