Link bank/debit card

Hello

This is a new account and I have  successfully, so it says, linked my bank and debit card to the account.  When I try printing a label for an item I sold on eBay, it reports there is not enough money in my PayPal account to cover the shipping cost and I need to link a bank account.

Have you confirmed your card and bank account with the 4 digit code?

Could be related to this:

Policy updates and user agreement changes to Personal PayPal accounts

If the issue above has not been taken care of, the PayPal balance can't be used temporarily and other funding sources must be selected.

Does your bank account and card say "Status: Confirmed" on the Wallet page?
