Leveraging the old email id

Hi - I worked in Dubai  and now moved to USA. I came to know that PayPal account is geography specific.

 

1) After deleting my old account of Dubai, will I able to use my same email id for new USA account?

2) I am trying to delete the account but is it giving an unknow error and asking me to contact support team. Any suggestions here.

1. If the other account is closed completely then yes you should be able to, but i would wait a while post closing it before trying and using it is not guaranteed as some folks do get issues.

 

2. Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.

I have some issue while withdrawing some fund, will contact customer care. Any idea what is the best approach to reachout customer care.

Contact options for Paypal at the moment are...

Paypal phones are mostly non operational since covid but sometimes you get lucky. (use the guest option if you can't log in).
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
You can send them a message.
Or
have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
