Letter of authorisation

Hello,

I'm very confused about my account limitations. 

PayPal ask me to confirm my identity to avoid any service interruptions. I have done all the necessary steps, but I'm stuck on the "Letter of Authorisation".

H have been filled the form and submitted a lot of times, but PayPal does not accept it...

What I have to do? No answer from no one. I cannot find a simple guide in the PayPal site to help me.

If anyone knows the answer, please let me know.

Did you manage to resolve this. We're having the same problem. I've submitted the letter in a number of formats and still get the repeat message.
