LOST...completely

I cannot navigate this maze.  My account is inaccessible and I want to get the $61 that is in it   How do I get help????  This just keeps going around in circles and getting nowhere.  I feel like paypal is trying to steal my money!!!!!

I found this via google which lead me to what I need:  My balance in PP.  It also lists 

each item and the activity and amounts but without a daily balance.  So I now I do 

that on paper pre-computers style - just listing each activity subsequent to having

today' balance.  You can backtrack if necessary.

I can find my account BUT cannot do anthing in it because it is somehow locked and there seems to be no way to UN-lock it.  I cannot contact anyone to find out why it is locked or to find our how to unlock it.  They have given me untill the 7th of May to resolve the problem but they dont tell me HOW to resolve the problem.  Its a Catch 22
