It’s been 180 days but I can’t withdraw!!!

HELLO I RECEIVED AN EMAIL SAYING THAT I CAN WITHDRAW MONEY FROM MY RESTRICTED ACCOUNT ITS BEEN 180 DAYS BUT I CANT ADD A BANK ACCOUNT TO WITHDRAW THIS MONEY OR SEND TO ANOTHER PAYPAL ACCOUNT PLEASE HELP ME OUT HERE PAYPAL!!! WHAT KIND OF SERVICE ARE YOU RUNNING , I CANT EVEN REMOTELY REACH YOU TO DISCUSS THIS BY PHONE OR EMAIL OR MESSAGING SERVICES
