Is Paypal Message centre ever open?

On trying to contact Paypal through their "Message us" service, I get the response:

The time is currently 5:42pm PT Tuesday, so they should be open. Is this service closed permanently? How do you actually speak to someone at Paypal about individual account issues??

Paypal phones are mostly non operational since covid but sometimes you get lucky.
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is also randomly available.

Or have you considered contacting Customer Service via Facebook or Twitter?
