My sister-in-law has a inactive account that she wishes to close down.
She received the PayPal email telling her she would be charged £9 a year if she did not use or close the account.
The problem is she cannot remember the PW and the registered phone number is an obsolete landline number.
She has not used PayPal for about 9 years.
There does not seem to be anyway around the PW / phone number issue and PayPal don't make it easy to speak to someone.
Does anyone know how this can be resolved?

Hi I have just received a letter from pay pal saying exactly the same as you have written. I am trying to close an old account that hasn't been used for years, and I didn't even know it was still active as it is linked to an old e mail. Trying to contact pay pal is a nightmare. Did you manage to sort it out?
