Impossible to Verify Account from Europe

I am unable to verify my account while outside the US because I do not have access to that phone number. All I want to do is to pay my Bill and have had nothing but a huge and frustrating run around. Why can’t I verify via email—-or talk to someone who is actually reading the content of my messages???

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You should really withdraw any funds / resolve issues / remove cards and bank accounts before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.

You can however add a U.S bank account (not card) to 'most' other countries paypal accounts. This is because paypal is a U.S company and so allows this.
However if you are on holiday abroad or similar and start using another countries paypal account then paypal will limit it in case you have been hacked by a scammer in another country. To verify they send a text to the mobile phone you have linked and registered to your paypal account.

Getting good customer service is the entire issue. I did not know I would be unable to verify my account without access to my US telephone number so now I am in a real bind in terms of paying my Bill. I give up...but thank you for the information.
