I having the same issue and contacted CS and was told me account was good and to call my bank so I did ans was told everything on that end was good. I only want my bank card on my paypal and not bank account for my own personal security reason. I'm still having the same issue and was told to try again later. Well now CS closed and this been 2 days now.
