My name is Fetra. I live in Madagascar. And I was denied a payment from my UK-based customer.
This is the email body my customer sent to me :
According to PayPal customer support – it is indeed possible to receive funds in EUR in Madagascar – however the account must be set up accordingly. I would suggest they contact PayPal support (whilst logged into the account with this email address) and forward my message on to them. They will then be able to troubleshoot why I am seeing this error.
And attached is the error message shown on my customer's account.
So I am asking if somebody here can help me set up my account to RECEIVE payments...
It seems like I can only send fund (PayPal's default setting), thus no access to PayPal's "send us an email" and "contact us" center.

It looks like Madagascar PayPal cannot receive payments, only for shopping or sending money for goods and services which is why your client received that error message. You'll need to find another way to accept payments.
"Countries/regions with the ability to send payments:
If you reside in one of these countries/regions, you have the ability to link a credit card to your PayPal account and send payments. You do not have the ability to receive payments.

That's the issue. And my customer said it is still possible for me to receive fund here in Madagascar via my PayPal account.
