I transferred to another country, my Paypal account doesn't let me change the postal address?

I opened my Paypal account in 2003, I recently moved to a neighbor country, but Paypal doesn't let me change the country in the postal address. Is there a way to do it without deleting and opening new, as I would like to keep my history?

Just open a new account in your current country:

https://www.paypal.com/webapps/mpp/country-worldwide

Keep regular tabs on your old account too, don't let it go by the wayside just because you don't use it as much.
