I do not find Account Options under Settings.

Click on the cog icon next to log out and close account should be on the left side of that page near the 'upgrade' option.
If its not there then you would have to contact customer services for assistance.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
