I have trouble adding a US bank account because PayPal asks for an inactive phone number

I am trying to link a US bank account to my PayPal (personal, Philippine) account. Everything goes well until PayPal asks for "an additional step to verify your identity" and offers to send a code to a phone number that no longer works. There is no other way to "verify my identity" even if I have two-step verification. What do I do in this case?

 

PS. I cannot delete this number either. I get an error message saying that the system cannot remove it.
