I got an e-mail saying 'Welcome to Paypal' even though I've had my account since 2017

Two emails actually, one saying 'You've just opened a Paypal account', and another saying 'Here's what you can do with your Paypal account'.
Relevant info:
- The emails are from <removed>
- I've never made a transaction but I do have a card connected to the account
- Besides today, 'manage your logins' shows my last login to have been in February of this year (2020), but those can apparently be removed. I can confirm that I haven't logged in for months, and I certainly didn't today
- My Gmail ID has a dot in the username section of the ID, and the mail is addressed to an email ID without a dot. I've checked, and apparently, Gmail disregards dots and capitalization in usernames, so it is still my email ID (and indeed, I can log into it with my password). I'm not sure what to make of this.
Is someone trying to use/hijack my account? What can I do?
