I don't have a bank account, can I use my SSN to verify myself for paypal?

As said in the title, Why do I need to verify myself for aside from the federal regulations needing it?
Can I still receive money without verifying and spend that money in sites like amazon? I'm a little confused.
I don't have a bank account nor a state ID, I just have my SSN, is that enough to identify myself to paypal?
What am I blocked from if I don't verify myself to paypal?
