I cant close my account

Everytime i want to close my account , i have problems with that. Paypal have sent me a message that i cant use this paypal anymore but i cant close it too. It dont send me why my account is blocked because i have tried to register my card 2 times. Please close my account because i want to open a new one . I have 10€ in.

If paypal have banned your account then its normally limited to stop you closing it and trying to open another one with the same details.
