I cannot log into my account and cannot change the password

Hello. I tried to log into my account. I have forgotten the password. I tried to reset my password. But there was an issue that is in below. "confirm it’s you Need any help? We can help" How can I fix this issue?

I'm sorry to hear that you're unable to complete the password recovery process on the website. Please contact customer service for assistance. Click Contact at the bottom of the PayPal website, then click Call us, then click to call as a guest to get the number to call.
