An international bidder had bid on my item and is winning.  I have my auction restricted to US bidders.  How can I force the payment to be in US dollars

Have you actually used the 'bidder block' and selected countries you won't ship to?

If not then if the auction is in USD then the buyer pays automatically in USD during checkout.
