I am having trouble linking my bank account to my PayPal account

First of all, I never removed my bank account from my PayPal account. I have been using the same bank account, my Chase checking account on PayPal for 8 years. All of a sudden it says that to link a bank account and that I have a negative balance of $5.95. Every time I try to re-link my bank account I get the message, "Were sorry. We're not able to process your request right now. Please try again later." I don't know what the problem is or how I fix it. There is no one at PayPal that I can directly contact. I am seeing that others are having this problem as well.

If you have had a negative balance or failed bank transfer then paypal often remove your option of a bank account to reduce risk of it happening again.
