How to turn 2FA on, except when using mobile apps?

It does not make sense to request two-factor authentication when using mobile apps since access and confirmation happen on the same device. Wells Fargo has a pretty cool option to enable 2-Step Verification at Sign-On except when using mobile apps. So, 2-Step Verification is On on desktop use and Off on mobile use.

Can I do that with PayPal?
