How do I send money?

St. Vincent accounts can send money/payments. Follow the directions in the link above. 

Then the recipient can withdrawal the funds to their bank account that’s linked to their PayPal account.

I am changing location from America to St Vincent and I want to delete my account and sign up again from St Vincent. I recently have account limitation lifted (2 day now) . I am being block from deleting my account. How can I resolve this
