How to raise my limits

I'm trying to send money to a friend and I've received an error which states that I have an issue with raising my limit.

I am sorry to know about the sending limit on your PayPal account. Have you verified your PayPal account? All PayPal accounts are initially ‘Unverified’ and have some limits on money.
