How to log in if I changed my number and country?

To change my number I need to log in. And to log in I need to have already changed my number. Also to even CONTACT PayPal, I need my new number already updated. What kind of weird circle jerk flaw is this? Also it won’t accept an Italian cell phone number even tho I have a US bank account.

It’s security. You can try resetting password via email to get access to the German account but it would be useless because...

Paypal accounts are country specific.

Open an Italian PayPal account to use Italy based info:

https://www.paypal.com/it/webapps/mpp/account-selection

If you are ever back in Germany, log in then and close out your German account or leave it open if you maintain a residence in Germany.
