How to get the £1 "card confirmation" refunded

Back in October i linked a new card to my account. PayPal took £1 from my bank account. I went onto the site and entered the 4 digit code but it kept timing out and saying it wasn't working.  As far as I am aware, I never received the £1 back again. Today, PayPal has debited another £1 from my account in order to link the same card as I tried to link back in October. Which suggests the original £1 has been forgotten. It's only £1 but I'd like to get it refunded. I can't find out how to contact PayPal directly, so any help would be much appreciated.

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.

When you get through don't select any options just hang on till you get transfered to an agent OR just say the word 'Agent'".

In the UK its free from any landline phone.
