Change your account password many times in a row. At some point you might be accidentally let inside your account and you can add your new phone number.
Worked for me.
Paypal still hasn't resolved this issue, but at least I managed to access my account without a text message.
I'm very disappointed in Paypal about this.
When I tried calling Paypal it was just a robot saying that due to COVID-19 they don't have customer service, goodbye.
I've often had severe difficulty reaching any Paypal staff.
Also, I'm 99% sure I added my new phone number to my profile but for some reason it was gone and reverted back to the old one. This is weird.
Even though I fixed the issue myself, I'd still like Paypal to address this.
