How to change nationality and completely profile

Hello Guys, I used to live for 7 years in UK and I did create off course account in UK. I had UK bank and also address and everything. As I moved back to my country - I want to use same email address and I am not able to change NATIONALITY and some other thinks. Is there only way how to do that close account?  

If I will close the account, my email address will be available again so I can register again with my address once the account is cancelled?

If you move to a different country you should close the PayPal account opened in your former country. If you maintain residences in two countries, you can keep the account, and open a Business account in your new country.

As for reusing you email address. Before closing your PayPal account, change the primary email address to another primary email address, and delete the address you want to use on your new account. It should be alright to close the account with the current email and reuse it, but doing it the way I suggested, should make sure there are no possible waiting issues, for PayPal to update the email address you want to use—as being available to link.

You'll also want to remove any financial accounts you have linked before closing the account.
