How to add region into my billing address?

A website I'm trying to buy from imports the billing address from paypal for shipping. The problem is that website won't let me place order with paypal unless I can write down a region in my billing address. Is it any way I can add region to my billing address?

Before you can edit the billing address in PayPal, you must update the billing address at the payment method's account first to include Region.

Then go to the payment method on PayPal wallet page to add new version of billing address and select it for the card.

Then go to the addresses section of your account settings to select this new address as the primary and remove the old version if you want.

Ahh I see, pretty noob question but where do I find "billing address at the payment method's account" ? I searched on my paypal account but cant find it
