How do I set up paypalcash account?

Hi, I can not send money to my friend from PayPal balance.

and I knew that PayPal personal account holders need ''paypalcash'' 

if you want to send money to your friend from PayPal balance.

I didnt know PayPal has changed system after March 29th.

So I need ''paypalcash''. 

But I couldn't find it how to set up ''paypalcash'' 

Please let me know.

Seems like the only way is when you receive money and go through the Accept The Money process, not when sending money, as described here:

However, you should be able send money with a linked payment method instead of the funds in your PayPal balance.

Perhaps contact customer service and see if they can assist with setting up a PayPal cash balance account for you:

Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.

Call early, during business hours, west coast time to try to get a US rep. Say "Live Agent" to the automated recording.
