I accidentally created my account with location in the United States (I'm in the Dominican Republic), and I can't withdraw any money because I need to complete my account, and to do so I need a social security number which I don't have because I'm not American..
That account is useless to it, you would never be able to accept or withdraw the funds.
Are the funds showing in your paypal balance? If so your best bet is to try and refund, and then open a paypal account in the correct country and send them a money request to pay again.
If you can't refund then your buyer may have to open a dispute to get their money back again.
