Paypal hasn't responded for two days and I can't make any purchases until I figure this out. I moved from London back to the US and I've heard you can add a US bank account/card but I see no way to do that.
Then close your UK account if you no longer maintain a residence/mailing address there. If you have funds in the UK account, you can send the money to yourself as friends and family payment. Forex differences and currency conversion fees may apply.
