If you have funds in the correct currency, cleared and not pending in your paypal account and want to send it to another one then send money > put in your new accounts email address (that you have confirmed) > use the friends/family option > put in amount / currency > check and send.
Remember however you can only have 2 accounts if 1 is personal and the other 1 is business.
