Homepage shows "Access Denied"

I am regularly confronted with "Access Denied" from PayPal's homepage, both in Chrome and Safari (macOS 10.14.6). It's solved by opening a private browser (e.g clearing cookies), or refreshing a heap of times, but often this isn't possible, for instance if I'm paying for something in a shopping cart via an iFrame.
I assume this is some poor anti-fraud mechanism? I assume because I am from Australia and Australia is almost entirely populated by criminals?
FWIW, there is no content firewall, router content filters, ISP content filters, etc in play. I've seen this behaviour in various locations.
