Why I can’t delete my card or bank account from my paypal account? Is that the reason for not being able to delete my paypal account?

It would tell you to resolve any issues in the resolution centre of your paypal account.

ok then check you have no pending transactions linked to your b.a. or card and also check your subscriptions............

Check if you had a subscription set up...
Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > "manage pre-approved payments''.

I haven’t bought anything through paypal. I made this account couple years ago and I would like to start fresh but I can’t use my email again so I would like to delete this account to make a new one...
