Help to Remove Account Limitations - Difficulty in Proving Identity for my foreign country account

Dear all,

I'm somewhat new to pay-pal and let me explain my situation to you all as I'm in need of your kind help.

> I'm from Sri-Lanka and pay-pal do not provide a 'WITHDRAW' option to Lanka yet.

> I had some electronic equipment (camera lenses) that I wanted to sell and due to difficulty in selling in local (Sri-Lankan) market, I have decided to sell those on eBay as I needed obtain money for personal requirement.

> By following some instructions of YouTube videos, I have closed my Lankan pay-pal account and opened a new pay-pal account using an address of Philippines (actual address that I have no connections with), where pay-pal allow 'withdrawal of money'. I knew this was against pay-pal rules, but proceeded as many have apparently done it previously without any issues.

> I have sold 3 items through ebay and received money to paypal. All 3 items are delivered to buyers on time and buyers have left positive feedback on ebay.

> However, my pay-pal account is LIMITED, where I cannot send or withdraw the money I have received (almost 900 US Dollars).

> Paypal wants me to provide proof such as photo ID, address through utility bill, business information and delivery information of items that i have sold.

> However, Since I am a Sri Lankan, I cannot provide proof of Photo ID that is originated from Philippines or an address through a utility bill. I can provide business information and delivery information (but delivery information shows that Items are shipped from Sri Lanka and not from Philippines).

So I'am thinking of doing the following,

1. contact pay-pal and explain above real situation and request for a cash 'withdraw' or at-least send paypal balance to another paypal account of my friend in Sri Lanka, so that i could buy something from ebay from that money, even though I couldn't withdraw the money.

2. provide Sri Lankan ID proof and Sri Lankan address proof and explain the situation in 'business information section' and hope for a positive response.

Please provide me your valuable suggestions and comments on this as soon as possible. I am worried that I will not be able to withdraw my money or use it again ever.

Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / and bank accounts from within that country.

If you open one using another countries site then it will become limited.

As you won't be able to verify it, then it will stay limited and I pretty much think you have lost your money.

Thank you very much for your feedback and I highly appreciate this.

But, I am hoping that, there could be a way to solve this issue as I really need the money as it is a too large sum for me to let go.

Will pay-pal accept to provide an ex-gratia solution as apart from the country, everything else of my business is genuine.

Please more guidance is highly appreciated.
