I have had to start this new account to message you about a problem with an old account. I cant log into my old account because the phone number attached to this account has changed. Then when I select - 'confirm a different way' I use an email to get the code which I put in - which then prompts me to answer security questions which keeps saying my answers are incorrect!!!
You need to contact customer services to resolve any account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
