Having trouble contacting PayPal

Hello PayPal community, I have an U.S. PayPal account. Since I was leaving the U.S. for good, I closed my bank account. I made a transaction using PayPal, and it didn't deduct the money before I closed my bank account, so now I have an unresolved transaction on my account. PayPal asks me to resolve it by "adding money on the website." (I tried adding a new card on the PayPal app, but that doesn't solve the issue.)

 

I am having trouble logging in because I don't have access to my U.S. phone number anymore. I can't message customer support because I am having trouble logging in. Their service hotline is very busy due to staff shortage. Are there any other ways to get into contact with them without having to log in to my account?
