I sent a payment that has not been received through the app. Tried paying for an item on a site that only accepts PayPal and when asked to pay it logs into my account but cannot see any of my forms of payments. I tried re-adding it and it won't recognize. When I login to the PayPal site or app I can see my forms of payment. I have tried calling 3 times and each time I get hung up. I've tried using the help center and I get a message that the customer service people are offline. What is going on?
