Has anyone had difficulty adding a bank to transfer funds to?

I have had nothing but trouble.  Bank has gone over and above their duties

to try and make it work for me.  Paypal has had no solutions and appears

They don't mind taking my money via visa debit card attached to my bank

but they refuse to do the reverse.  I can receive payment to paypal

and that is as far as it goes.  Bank is under the list of approved banks as well.

It's pretty much noted they don't even care.
