What you need to do is set up a new account. I have a US/$ account and a paypal.fr/€ account. My computer is trusted, so I can login to either, but

… even if you do have a cellphone, you will not be able to add a French number to a US based account. But with a French account (yes, available in English), you can add a +33 telephone … but you still cannot be verified if you only have a computer and don’t have a phone.

It’s very discriminatory … to those in poverty, retired and living in a foreign country.

Paypal should be ashamed for this … they DO ask for suggestions … but you have to login to your account in order to tell them that you cannot login to your account.
