Finding it impossible to resolve my identity

I have had a few emails asking me to confirm my identity to comply with Australian regulations. I no longer live in Australia although I did when I created my PayPal account. When I log into my account my correct current address is listed. 

When I click on the link in the email to confirm my identity it takes me a page where my correct first name and surname are listed. Then there is drop down menu with Australia listed but it does not allow to alter that. Indeed it does not drop down listing countries.

I have tried to confirm my cell phone number. It says I will be sent a confirmation text. I never get one.

So obviously PayPal does not have my phone number correctly formatted to contact nor is there a place to edit my number. I have tried using the online messaging text system. No reponse. I tried ringing the Australian number and was put onto what is an American help line.

I am wanting  to resolve this issue but seem to be going in circles

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.

You can however add a U.S bank account (not card) to 'most' other countries paypal accounts. This is because paypal is a U.S company and so allows this.
